The NYT runs a on cars repurchased under state lemon laws that are then sent out of state with alter titles in part because of the lack of a national standard for reporting lemon status even though all the states have lemon laws -- and in larger part because it's just not in manufacturers' and dealers' interests to have lemon status recorded on a title.
